Perenco owns three companies in Vietnam.  These have a 23.25% participating interest in Block 15-1; a 36% participating interest in Block 15-2; and a 16.33% participating interest in the Nam Con Son Pipeline. Gross production from these companies is circa 100,000 boepd.

 

Located 160 miles offshore southeast of Ho-Chi-Minh City, Block 15-1 is in the Cuu Long basin and is operated by the Cuulong Joint Operating Company. Production initially started at the Su Tu Den Field in late 2003, followed by Su Tu Vang (2008), Su Tu Den North East (2008), Su Tu Trang (2012), Su Tu Vang North East (2013), Su Tu Vang South West (2014) and most recently, Su Tu Nau (2014) successively came on stream. All the crude oil is processed and stored in the one million barrel capacity Thai Binh Vietnam FPSO vessel. 

 

The partnership is focusing on additional developments and exploration in the Basement and clastic reservoirs. The Su Tu Vang South West and Su Tu Nau fields both achieved first oils ahead of schedule in September 2014. Su Tu Nau is a significant new development including two platforms and 12 wells in a first phase, with start-up production of 50 000 bopd.  In August 2015, the Su Tu Trang Full Field Development Plan phase 1 was approved by the Prime Minister, with an estimated average Condensate Gas Ratio of 130 stb/mmscf.  In September 2015, the Su Tu Trang-Production Injection Platform (PIP) Jacket was launched and positioned, installation complete on 3rd October 2015.

 

Block 15-2 contains the Rang Dong Field, which is also in the Cuu Long basin. Rang Dong crude oil is stored in MV-17 FSO, where it is offloaded to tankers for export.  The Block 15-2 PSC has been approved for a five year extension until April 2025. This has opened-up the route for a significant EOR Hydrocarbon Gas re-injection project, sanctioned in 2013. EOR full field scale production started with a hydro carbon gas injection in November 2014. This ambitious EOR project is the first in Vietnam and is now paving the road for incremental production and benefits in the coming years.  In July 2014, Block 15-2 produced 200 million barrels of oil, equivalent to the cumulative output of the Rang Dong and Phuong Dong fields combined, which was another important milestone. 

 

The Nam Con Son Pipeline is a 777-MMscfd, 400-km transportation system linking natural gas supplies from the Nam Con Son basin to the country’s largest gas market in southern Vietnam. The infrastructure consists of a 26-inch, 370-km-long offshore pipeline segment delivering wet gas to the gas processing plant located at Dinh Co, Ba Ria-Vung Tau province, where the liquid is separated, the gas is conditioned to meet sales specifications and is redelivered via a 30-inch, 30-km-long onshore pipeline segment to the Phu My gas distribution centre. The fourth shipper (Blocks 05-2/05-3) delivered first gas into the system in September 2013.  2015 was the fourth consecutive year of Perfect Reliability (100%) with record throughput of 7.161 bcm (253 bcf).

CORPORATE SOCIAL RESPONSIBILITY IN VIETNAM

Perenco has invested in many social programs to help several thousand local people develop sustainably through educational support, providing healthcare facilities and treatment and increasing safety and environmental protection awareness.  

In 2014, Perenco continued to focus on business training by running sustainable capacity development programs supporting micro and small enterprises in Ho Chi Minh City.  The program  provides entrepreneurs with basic management capacity training to help them grow their own businesses. This program is being developed in partnership with the European Institute for Cooperation and Development (IECD). Thanks to the opening of the first training center in June 2014, nearly 100 micro and small enterprises have benefitted from the program by acquiring basic management skills, or specialized skills in marketing.  Additional activities such as individual coaching, free advisory consultancy in accounting and business law, thematic workshops have ensured  better support for the small entrepreneurs’ community.  Preliminary survey results, which measured the impacts on the 2013 course beneficiaries, show positive results with 31% increasing their turnover, 82% showing entrepreneurial awareness, and 82% developing saving habits after just six months.

Perenco continues to support healthcare and education via scholarships and a heart operation program.  The Company also  promotes volunteering programs amongst its employees and their families, to dedicate their time, skills and financial support to providing medical insurance to  pupils in need and to help children suffering from cancer.   

Perenco has also jointly contributed in the CSR programs of its partners in Blocks 15-1, Block 15-2 and the NCSP, which provide houses, scholarships, teaching and learning equipment, building materials for classrooms and community learning centres, medical equipment and funding for those in need close to the  operational areas of Ba Ria, Vung Tau, Tien Giang, Hai Phong, Ha Tinh, Ha Noi, as well assupporting environmental protection programs and safety awareness and prevention schemes.
